October 2021<\/em> — Gov. Cooper and AG Stein have known for years that Aero Contractors, based at the Johnston County Airport, has helped the CIA kidnap dozens of Muslim people.\u00a0 These prisoners have been held secretly in indefinite detention, and tortured into confessions.<\/span><\/p>\n

BACKGROUND<\/strong><\/p>\n

The report<\/a><\/span><\/span> of the NC\u00a0Commission of Inquiry on\u00a0<\/span>Torture<\/span>\u00a0lays out the responsibility of state and county officials in N<\/span>orth Carolina to investigate 49 cases of conspiracy to kidnap.\u00a0 These “extraordinary rendition” flights were flown by pilots of Aero Contractors from its headquarters at the Johnston County Airport, or from its hangar at the Kinston Gl<\/span>obal TransPark.<\/span><\/p>\n

The report explains North Carolina’s obligation under international and federal law.\u00a0 It names the state laws that enable county and state officials to investigate.\u00a0 It describes their investigative authority.<\/span><\/p>\n
