David Price (D-NC) and then to former Majority Leader Sen. Harry Reid (D-NV).  In it, Ross voices dismay about the &#8220;culture of secrecy in both the federal and state governments, and troubling tendencies to flout the law and cover tracks with lies or stonewalling.&#8221;   <\/p>\n\n\n\n<p>Ross goes on to urge Sen. Richard Burr to declassify the Senate\u2019s full report on post-9\/11 U.S. torture.
